The Colorado Department of Regulatory Agencies, commonly called DORA, includes boards and programs responsible for different professions. A counselor, a physical therapist, a nurse and a physician do not all practice under the same laws or follow identical licensing procedures.

The advice you need depends on your credential, the particular board or program, the notice or application at issue and the stage of the matter. I focus on those details rather than treating every DORA inquiry as the same problem.

My background as an attorney and registered dental hygienist informs how I approach the practical concerns of healthcare professionals. I aim to explain the legal issues clearly so you understand the proposed work and the decisions ahead.

Complaints and board investigations

If you have received a complaint or investigation notice, the first questions include what the board is requesting, when a response is due and what assistance the matter requires.

I review inquiries to determine whether the matter is within my practice and discuss the appropriate scope of help. For matters I accept, that may include reviewing the allegations and relevant materials, advising on the response and providing representation within the agreed engagement.

A license application may raise questions about disclosures, supporting information or a potential basis for denial. Legal assistance can help you understand the issue and prepare an accurate response to what the application or board requires.

I assist with healthcare licensing application concerns within my practice. The work depends on the profession, the application and the particular complication; an attorney cannot promise that a board will grant or expedite a license.

My healthcare practice includes inquiries from mental health professionals and counselors, social workers, physical therapists, nurses and other healthcare professionals. We begin by confirming your credential and the work you need.

Mental health professionals and counselors

Mental health professionals may have questions involving complaints, disclosures, records, scope or supervision. LPCs, psychologists and other mental health credentials have distinct requirements. Psychiatrists are physicians regulated by the Colorado Medical Board.

Social workers

Social workers need advice that reflects their particular credential, practice setting and any applicable supervision requirements.

Physical therapists

Physical therapists have a separate licensing and regulatory framework, including their own board.

Nurses

For nurses, my primary focus is private-practice startup and related legal questions. I assess nursing complaint inquiries separately. Some matters may be better suited to other counsel, and we can discuss that at the outset.

Check the board or program named in the notice and the deadline it gives. Keep the notice and related correspondence available, and seek advice promptly if you are uncertain about the response required.

For an initial inquiry, it is helpful to provide:

Your profession and Colorado credential
The board or program involved
The general type of issue, such as a complaint or an application concern
Any response date stated in the notice
Whether you already have an attorney handling the matter

Please do not include patient names, patient records or detailed confidential allegations in the website form. We can discuss how relevant documents should be provided if I am able to consider the matter further. Sending an inquiry does not extend a board deadline or mean that the firm has agreed to represent you.

Do all DORA complaints follow the same process?

No. The profession, governing law, board procedures and facts matter. The notice you receive is the starting point for identifying the requested response and any deadline. General information on a website cannot determine the procedure for a specific case.

Should I wait until there is a formal complaint to ask a question?

You can seek advice about a licensing or practice question before a complaint arises. For example, a change in services or professional roles may be a reason to review the applicable requirements and documents.

Do you accept every healthcare board matter?

I consider the profession, issues and assistance needed before agreeing to an engagement. Nursing complaint matters are assessed separately from my nurse-startup work, and another attorney may be a better fit for some inquiries.
